A cute baby emotion made fully in photoimpact. Make sure to check out the rest of the family in the tutorial section in the coming weeks.
This is a step by step Tutorial, so even if you're a first timer with photoimpact you should be able to do it, with that said I advise you to go have a quick look at the "basics and tool section" just in case I do skip something.
This is the outcome of this tutorial. :) so Cute!

1) Draw a circle which will be the base of the smiley it can be any size since you can always resize it.I2) Use the "Gradient fill " with these two colours and settings: Hex colours #FFFF00 for the left box and Hex#F7BC5B for the right.

3) Add a "Border" with a value of 3, using this colour Hex #F7BC5B.

It should look like this

4) Draw five circles, each one smaller then the other and add a "Border" to the biggest one with the value of 3 using the colour black.

5) Ok, now align them within each other with the order shown below.

6) Instead of doing all the steps for the right eye drag your mouse over the eye making sure you have all the eye circles selected then duplicate it by right mouse click and clicking on duplicate or CTRL+D.
7) Now you need to flip it using the "flip horizontal" tool it can be found when click on the "Transformation tool".

This is how it should look so far. Make sure the eyes are almost stuck to each other, that will give it a cuter look :)

8) Now use the "line and Arrow Tool" and make sure its on "Freehand" shown as number 2.

9) Now before we start to draw the little hair/scrawl, make sure all the line settings are as follow
"Line width" 2
"Line style" first option
"Arrow style" first option

10) Now its time to draw it, a good idea is to zoom in at 200% and draw it starting from bottom. It should look like this.

11) Use the "send to back" so you can hide the bottom tip and get a clean looking hair.

12) Go to "Custom shapes" and select shape B52. If you don't have the shape you can download it off Ulead.com or draw it quite easily using "Drawing freeform Shapes" then using the "Spline" method
13) Add colour using"Gradient fill", Hex #00FFFF for the left box and Hex#00C4C4 for the right box. See step 2.
14) Now also add a black colour"Border" with width of 3. See step 5
It should look like this now

15) Now add 4 more small circles all with the same colours used before Hex #FFFF00 for the left box and #F7BC5B and add "Border" with width of 3.

16) To draw the dummy holder we'll use "Path drawing tool" > "Spline".

17) Now with the Spline tool create points to eventually create the shape I did. You might want to zoom in to get a better view.
18) Fill the dummy with"Gradient fill", Hex #00FFFF for the left box and Hex#00C4C4 for the right box.
The outcome should look like this

20) Add two more circles and fill with"Gradient fill", Hex #00FFFF for the left box and Hex#00C4C4, now add "Border" width of 3 and place them above the dummy handle/holder as shown below.
21) For the baby girl emotion, use the custom shape number S42 for the bow or create your own using the same method in step 16.
That's it you're done! Make sure to check back for the rest of the emotion family tutorial.
